There is no single baggage allowance for every OFW. The allowance you can use depends on your ticket, route, fare and operating airline. An OFW document does not by itself prove an extra-baggage entitlement. Get any special offer recorded in the booking before you pack or pay.
Read these four things on your ticket

The numbers above illustrate ticket notation, not a promise for a particular airline. Cabin baggage is a separate check; do not add its allowance to your checked-bag entitlement.
Compare the actual airline offer
Emirates’ checked-baggage policy distinguishes route and fare families: its usual Economy weight allowances are 20, 25, 30 or 35 kg, with stated exceptions. Its individual checked-item limit is 32 kg. A generic “Emirates OFW 30 kg” claim therefore misses essential conditions.
PAL’s itinerary baggage conditions state that separate tickets use the allowance on each ticket. Do not assume an international allowance carries onto a separately bought Manila–province flight.
For Cebu Pacific, Saudia, Qatar Airways and other carriers, compare the allowance displayed for the specific offer. If a seller advertises an OFW package, request the eligible route, fare name, travel dates, documents, baggage details and written terms. Do not replace that evidence with a social-media screenshot from another passenger.
A practical booking checklist
- Weigh every packed bag, including its container, and measure its outside dimensions.
- Write down each flight’s operating airline and ticket number. A seller’s order number alone does not explain connection protection.
- Save the fare breakdown and baggage conditions before checkout.
- Compare the higher fare with the cheaper fare plus the exact baggage quote. Include both directions.
- Confirm whether any employer reimbursement covers prepaid baggage and what receipt is required.
- After ticketing, check the booking again and save the baggage purchase receipt offline.
If you discover excess weight, compare repacking, an additional accepted piece, a baggage purchase and separate cargo. Do not plan around a counter waiver or transfer weight into cabin bags without checking their limits and permitted contents. For boxes, use the airline comparison checklist.
Questions before departure
Does an OEC or OFW Pass guarantee extra baggage?
No. Use the documents required by the particular airline offer, but obtain confirmation of the baggage benefit itself. Employment or immigration documentation and airline baggage entitlement are different matters.
Can two 23 kg pieces become one 46 kg box?
No. A piece allowance sets a limit for each item. Combining the total into one box does not remove individual weight or size restrictions.
What if my allowance differs between flights?
Pack to comply with every applicable booking or purchase the required allowance for the affected flight. Ask whether bags will be checked through and where you must collect them. Use the 12-scenario baggage worksheet to identify the exact question to send the airline.
