A passenger going abroad through Manila first has a domestic first sector; the final destination alone does not determine the departure terminal at Cebu.
The airline also describes Cebu as a silent airport, with flight information mainly shown on screens and signs. Monitor your gate and boarding time directly. Do not rely on hearing your name while eating, shopping or waiting for a companion, and ask staff when the display or boarding pass appears inconsistent.
Cebu Connects has eligibility conditions
The airport’s official Cebu Connects page describes a transfer service for connections under 12 hours with an onward boarding pass. It lists a same-itinerary requirement and checked baggage tagged through to the final destination. Those conditions matter before applying its advertised connection times to your own booking.
Ask your airline whether your specific journey is eligible and what to do on arrival. Do not treat two independently bought tickets as eligible just because both flights use Cebu. If the onward boarding pass is missing or your bag is tagged only to CEB, obtain instructions instead of assuming the advertised process applies.
